The pace bowler has claimed over 300 dismissals in 71 appearances with an average of 22.10.
Australia's chair of selectors Bailey has declared that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
Rumors had circulated that Cummins might miss the series due to a ongoing back issue that had not yet healed.
Earlier indications from team management suggested no official announcement had been made regarding whether he would play, with the Test matches scheduled to begin on the 21st of November in Perth.
He revealed that the captain is progressing and remained hopeful about the prospects of being involved.
"We know that the window is narrowing and various factors around that, not only his injury, but additional elements," Bailey remarked.
"It's positive. We firmly believe that he'll participate in a key capacity. Hopefully starting in Perth. If not, we'll reassess."
Injury History
Cummins was ruled out the ODI and T20 games against India and New Zealand recently after medical tests showed a stress reaction in his back.
He has a history of recurring issues, with setbacks in several earlier campaigns leading to absences from multiple domestic campaigns in a short span.
Cummins stated he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the contest.
The selector indicated that it was unclear if he had started his bowling workouts as part of his recovery but admitted it was "getting tight" for him to be fit for the opener.
Alternative Arrangements
Should Cummins not be fit, veteran batsman Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from Australia's squad for their ODI contests against the subcontinent side as a safety move because of an abdominal issue.
The selector characterized it as a "small issue and confirmed that Green will play in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," the selector detailed.
"He was only going to play the initial matches regardless. The way he swings the cricket bat in white-ball cricket, if it causes any delay for another day, we just made the decision to take a cautious route."
